This panel will bring together researchers from the Global Entrepreneurship Monitor (GEM) representing four countries. For ten years, GEM has collected data on entrepreneurial attitudes, aspirations and activity. Sixty four countries have participated in GEM so far, making this the largest ongoing study of entrepreneurial activity in the world. GEM measures the rate and characteristics of nascent, early-stage, and established entrepreneurs through a survey of at least 2,000 adults in each participating country. National teams also interview national experts, such as government officials, investors, entrepreneurs, and academics, to determine the factors influencing entrepreneurship: factors such as infrastructure, education and training, finance, and government support.
This session will present an overview of the highlights of GEM research across the global dataset. Panelists will then provide in-depth case studies of four countries representing different regions and economies. Unique aspects of entrepreneurial perceptions, motivations, and actions, and factors influencing these, will be provided for each case. The discussion will identify implications for policy, academics and practice, and consider how countries can stimulate and support the entrepreneurial energy that is deemed necessary for their economic health.
The panel session will consist of four parts (1) highlights of the most recent GEM results across the dataset, (2) case studies of four countries by GEM national team members, showing the rates and characteristics of entrepreneurship, and implications for policy, academics, and practice, (3) reaction to the presentations by the discussant, and (4) discussion among audience members and the participants, facilitated by the moderator.

In today’s global economic environment, positive business stories can be hardto find. One group though, of small and medium sized businesses is using information technology(IT) in innovative ways to buck this trend.These entrepreneurs are utilizingIT to better serve their customers, cut costs, and grow when many competitors arestruggling to stay above water. The DELLGlobal Small Business Excellence Award continues to recognize these small businesses and their achievements. The International Council for Small Business (ICSB) has been conducting extensive research in conjunction with the DELL competition to explore key findings that are emerging and forming the basis of a global dialogue.

Biographical notes for Dr. Ayman El Tarabishy
Ayman El Tarabishy holds a doctoral degree and M.B.A. from the George Washington University.He is currently a research professor at the George Washington University's School of Business, where he teaches in the full-time, part-time, and executive MBA programs and leads the primary entrepreneurship and case study methods course for GW Healthcare MBA program.He is also the Executive Director of the International Council for Small Business (ICSB), a coalition of more than a dozen national organizations across the globe devoted to advancing small business research and practices. Dr. El Tarabishy has worked at the World Bank in the Corporate Strategy Group. His current research is in entrepreneurial leadership which explores and attempts to more clearly define the relationship between an organization's entrepreneurial strategy and the CEOs’ leadership characteristics and actions.He has presented his work at national and international conferences and has published research articles in various international journals.
Biographical notes for Dr. Charles Matthews
Dr. Matthews is the President of the International Council for Small Business (ICSB). He is an internationally recognized scholar and innovative teacher in the field of entrepreneurship. His teaching and research interests include: strategic management; small, entrepreneurial, and family-owned ventures; and leadership succession in family/privately held firms. His research has been published in the Journal of Small Business Management; the Journal of Small Business Strategy; Entrepreneurship & Regional Development, Frontiers of Entrepreneurship Research, Family Business Review, The Center for the Quality of Management Journal, and the International Journal of Operations & Production Management. He has been quoted in numerous publications including The Wall Street Journal, Industry Week, Business Week, and Inc. He was a regular columnist on small business and entrepreneurship for The Cincinnati Post from 1998-2001.
Biographical notes for Heather Gorringe
Heather Gorringe is the founder and owner of Wiggly Wigglers, the 2008 DELL Global Small Business Excellence Award winner. Heather founded Wiggly Wigglers on her kitchen table in 1990, and now the eco-gardening company has a £2.5m turnover, selling bird seed, feeders, composters, plants, flowers, turf, tools and worms. The company is based on Lower Blakemere Farm which is run by her husband Phil and the farm now supplies all the bird food for Wiggly Wigglers. Wiggly Wigglers sells direct to around 90k individual customers all over the UK and over half of their sales are online. The company is passionate about helping people bring a positive and measurable impact to their surroundings however large or small their garden (or window box)! Wiggly Wigglers produced one of the World’s first gardening and farming pod casts and now has thousands of weekly listeners from all over the World. The company was the UK’s Small Business Champion of 2005 in addition to winning it’s first ever global award - the Dell Small Business Excellence Award for its web and social media strategy. Heather is a Nuffield Scholar 2007 and studied The Development of the Web and Social Media, and completed The Institute of Agricultural Management Leadership course earlier this year.
Biographical notes for Prof. Sang-Chul Park
Sang-Chul Park has received PhD degrees in political science in Aug. 1993 in Germany and economics in Feb. 1997 in Sweden. His dissertations discussed Technopolises in Japan. He also passed a habilitation examination in political science in Nov. 2002 in Germany as well as a docent evaluation in economics in Sep. 2004 in Sweden. He is currently a Professor at Graduate School of Knowledge based Technology and Energy, Korea Polytechnic University and an Adjunct Professor at Center for Science-based Entrepreneurship, Korea Advanced Institute of Science and Technology (KAIST), South Korea. He is also a Private Dozent at Justus Liebig University in Giessen, Germany and a Docent at Gothenburg University, Sweden. He served as an Associate Professor at Gothenburg University, Sweden from 2001 to 2003 and as an Associate Professor at Okayama University, Japan from 2003 to 2006. His research interests concern industrial policy and regional development and studies on innovation systems and on science parks and innovative clusters in particular. Currently his research areas are expanded toward energy policy, sustainable development strategy and high technology ventures.

IV. Topic: 'SMEs in Action: Overcoming the Barriers of SME Growth
in the Asia-Pacific Region'

In this session, the challenges in growing SMEs in the Asia Pacific region and the solutions and suggestions for these challenges are discussed. Asia Pacific region is one of the fastest growing economy blocks in the world and a home of numerous innovative SMEs. The challenges to SMEs in this area are different from those in other areas because of the unique characteristics of this area.
In this session, the challenges that SMEs in Asia Pacific region are facing, especially challenges encountered when they attempt to grow and become larger firms are discussed. The specific topics covered are: how to manage the growing pains of SMEs, the role of technology financing for SMEs, and how to optimize knowledge worker acquisition and conflicts in SMEs.
Tsugio Ide
Dr. Tsugio Ide has participated in activities related to SME policies, etc. for about 30 years as an administrative officer. He contributed to the development of SME policies as an Honorary Secretary of ISBC since 2001. He is currently providing lectures and conducting researches on SME policies at Nihon University.
Claire Massey
Dr. Claire Massey is Director of the New Zealand Centre for Research into Small and Medium Enterprises and Head of the Department of Management at Massey University, Dr. Massey has extensive experience of SMEs and has published widely on the topic, with a particular interest is in the interactions between government and business as articulated in government policies. She is Past President of the Small Enterprise Association of Australia and New Zealand (SEAANZ) and Senior Vice President of the International Council for Small Business (ICSB).
